Tony is a regulatory practitioner experienced in both civil and criminal litigation, with particular focus on commercial, securities and finance, regulatory and criminal practices, and has been recognised as a rising star in the field of “Regulatory, Investigations and Crime” by the Legal 500: Asia-Pacific 2024. In his civil practice, Tony has experience in conducting trials related to commercial, company and trust disputes.
Tony regularly represents various parties in investigations conducted by the Securites and Futures Commission (SFC) and Hong Kong Stock Exchange (HKEX), and is experienced in SFO s.214 Petitions commenced by the SFC representing various listed entities and their board members. Tony is also currently representing defendants of ramp-and-dump cases prosecuted jointly by the SFC and DOJ. Tony is experienced in handling interviews and enquiries by the Enforcement Section of the SFC and Listing Division of the HKEX, including representing clients residing overseas in joint investigations conducted by the SFC and securities commissions of foreign jurisdictions such as Ontario and British Columbia.
Tony has been instructed to advise and formulate responses to SFC Notices for production of records and information, HKEX investigation regarding transfer of shares and compliancing matters, as well as the Company Registry in relation to directorship and shareholding enquiries. Tony is currently an Independent Non-executive Director of two Hong Kong listed companies (1906 – Bonny International Holding Ltd and 8331 – P.B. Group Ltd (GEM)).
In his civil practice, Tony takes instructions from corporates and high net worth individuals in commercial disputes including contractual claims, enforcement of moneylending agreements by proprietary claim and bankruptcy and/or winding-up petitions. He has experience handling all stages of commercial litigation, including various interlocutory applications and trial.
Tony also has a white-collar criminal practice in areas of fraud and cases prosecuted by the Securities and Futures Commission (SFC) and the Independent Commission Against Corruption (ICAC). Tony also has experience conducting trials and applications at the High Court, the District Court and various magistracies. In the first quarter of 2023, Tony sat as a deputy magistrate at the West Kowloon Magistracy, handling a wide range of criminal matters.
Fluent in oral and written English, Cantonese and Mandarin, Tony is comfortable with bilingual proceedings.
